Act 1241, signed into law on October 31, 2024 and effective April 29, 2025, eliminated Pennsylvania's long-standing 24-hour pre-licensing education requirement. Pennsylvania resident applicants can now register for the PSI exam directly, with no classroom hours required first.
What didn't change: the PSI exam itself. It still has a 70% pass bar, it still covers a meaningful share of Pennsylvania-specific content — Insurance Department rules, state statutes, and Act 1241 itself — and PSI still administers it. The fee is $43 per attempt, and a failed attempt means scheduling, paying, and waiting all over again.
Structured exam prep is now optional in Pennsylvania. But it's still the difference between passing first try and burning weeks (and exam fees) on retakes. National first-attempt pass rates without prep run roughly 60–65%; with focused prep they climb well above 90%.

Schedule a fingerprinting appointment through IdentoGO using Pennsylvania's insurance service code 1KGBGJ. The fingerprints are run against state and FBI databases for the background check the Pennsylvania Insurance Department requires before licensure.

Submit your Pennsylvania resident producer license application through NIPR. The application fee is $55 and is non-refundable. Once the Pennsylvania Insurance Department clears your background check, the license is typically issued within a few weeks.
